Texas Delayed the Records. Counties Got the Cleanup. Voters Got the Anxiety.

County election officials say Texas’ voter-registration system needs urgent support before the November 3 election. On Monday, the Texas Association of County Election Officials called for a technical-support dashboard for TEAM, the state database counties use to manage voter records. The group also urged state leaders to enforce vendor contracts, potentially withholding payments until software problems are fixed.
The demand comes as counties work through voter applications and updates that stalled after people submitted them through Department of Public Safety online services. Some transactions date back to October 2025. County staff must now process those delayed records alongside their usual election work, with the October 5 registration deadline approaching.
Two problems, one overloaded county office
The DPS transmission failure did not originate in TEAM, according to the Secretary of State’s office. Civix operates TEAM, which county officials say has longstanding functionality problems of its own. Their point is that those problems make it harder to handle a sudden backlog caused elsewhere.
State Sen. Carol Alvarado identified Deloitte as the vendor connected to the DPS failure after speaking with the agency, the San Antonio Express-News reported. The reporting did not include a public response from Deloitte. State and county officials still need to explain when the failed transfers began, how they went undetected and what checks now confirm that records are moving correctly.
The statewide backlog is not a count of individual voters denied a ballot. It includes new applications, registration updates and duplicate records. But for a person whose application never reached the county, the distinction offers little comfort until their status is confirmed.
If you used the DPS portal, check your record
Use Texas’ official “Am I Registered?” voter portal to check your status. Save any confirmation email, screenshot or transaction record showing when you submitted an application or update. If your record is missing or incorrect, contact your county voter registrar promptly.
The registration deadline for the November 3 election is Monday, October 5. Early voting begins October 19. The Secretary of State’s office says a voter who submitted a timely application through DPS but does not appear on the rolls may cast a provisional ballot while officials verify the transaction.
Show voters how the repair is going
Counties need working software and enough help to process the backlog. Voters need more than an assurance that things will be sorted out. How many delayed records remain in each county? How will affected applicants be notified? Who checks that a provisional ballot tied to a timely DPS submission is counted? And what penalties apply if vendors fail to meet their contracts?
People used the state’s process. The state and its vendors owe them a way to verify the result—and a public account of how this happened.
